TRAFFIC LIGHT METHODOLOGY

A traffic light methodology is used to classify the progress on each indicator as achieved, mostly achieved, partially achieved/some progress, or not achieved as described in the detailed methodologies below for the Country Development Results and IDB Group Performance indicators.

Country Development Results

Each of the Country Development Results indicators for which expected results have been established will be classified into one of the following three categories:

  • Achieved(100% of the target or more has been achieved by 2019)
  • Mostly Achieved(80% or more of the target has been achieved by 2019)
  • Not Achieved(less than 80% of the target has been achieved by 2019)

The traffic light status for prior years was determined based on progress-to-date and planned progress for the remainder of the period as compared to expected results for the 4-year period (presented in the approved CRF 2016-2019). For prior years, indicators were listed as on track if the total of progress and planned progress was greater than or equal to 80% of the expected results, moderate progress if between 60% and 80%, and off track if less than 60%.

IDB Group Performance Indicators

Each of the IDB Group Performance indicators will be classified in one of the following three categories:

  • Achieved(target was achieved in 2019)
  • Some Progress (performance improved according to baseline value)
  • Not Achieved (performance did not improve)

The IDB Group Performance indicators vary in nature and therefore, some indicators follow different rules for its classification criteria. There are indicators for which a reduction of the baseline is desired; indicators with a zero baseline for which the target represents the cumulative progress over the four year period; and indicators for which the baseline value was missing and its status was based on variance against its target. In prior years, the traffic light status was determined based on an assumption of linear progression such that 25% of the 2019 target should be achieved each year for it to be on track; equal to or more than 15% to be on watch; and less than 15% to be off track. 

  • Note: Progress on the Regional Context indicators cannot be directly attributed to the IDB Group and therefore no targets were set at this level of the CRF and no traffic light assessment is conducted.
